【6/28 11am 更新】死亡人數正式來到了 9 人 😔
週四凌晨，美國 Florida 邁阿密郊區一棟 40 年住宅大樓突然部份坍塌，這面海的 12 層大樓其中 55 戶在十幾秒內夷為平地。三天搜救努力後，已確定 5 人喪命，但還有超過 150 人仍然下落不明。

【這個新聞在說什麼】
1. 坍塌的大樓叫 Champlain Towers South
相關報導都會出現好一些地名，我們一次來釐清：
大樓位於 Surfside (Town 鎮)，
有時會聽到美國記者說：Reporting from Surfside…
消防局發言人來自 Miami-Dade County,
County 是美國的行政區，中文會翻譯郡或縣，
Surfside 鎮在 Miami-Dade County 內。
Surfside 位於 City of Miami 邁阿密市的郊區，
美國以外的媒體很可能會直接用 Miami，
如 near Miami 或 Miami-area 來表達這次案發地，
來到州 state 的等級直接說 Florida 佛州。
這棟大樓是是面海第一排，屋齡 40 年。
週四凌晨一點半，大部份人都在睡覺的時候坍塌了，
大樓總共 136 戶，其中有 55 戶坍塌。

坍塌發生得很快，差不多 10 秒就結束了，

還有不同秒速的定格照片，
甚至有一張 interactive 互動式的圖片讓你滑來滑去比較坍塌前後 🤓
2. 傷亡人數
目前已確定 5 人喪命，
從沒有坍塌的部分救出了 30+ 人，
坍塌的部分救出 2 位，
目前還有超過 150 人仍然下落不明…
這次媒體形容「下落不明」主要使用的兩個單字片語：
Missing 遺失 / 失蹤，
Unaccounted for 沒有人知道在哪裡。
當局無法完全知道案發當時誰在家，
看 either 本人自己說我在這 I’m safe，
或親友知道他出去玩了不在家之類的，
剩下的就是類似還沒有人認領，沒有人知道在哪裡。
禮拜六一整天搜救下來找到了一位死者，
一些 remains 遺骸 (Ep 23 解釋過)，
但都沒有找到 survivors 倖存者。
所以目前大家覺得很不樂觀，
5 人的 death toll 死亡人數應該還會增加很多。

週六早上，數天的艱苦搜索和救援工作都沒有提供尚有倖存者的證據，等待消息的家人們希望正在流失…
我另外找到 NPR 文章也有說當局正在向這些下落不明人士的家屬索取 DNA samples 樣本，這樣可以幫助他們更快辨認任何他們找到了傷者、屍體或遺骸。
Authorities are collecting DNA samples from family members of the missing people to help identify potential victims.

3. 搜救工作 Search and rescue effort / operation
為什麼過了三天還沒有更多消息呢？
Miami-Dade county mayor 郡長 Levine Cara 說，
搜尋工作非常危險，他們邀請了結構工程師到場監督，因為害怕再次坍塌。
“This work is being done at extreme risk to these individuals, debris is falling on them as they do their work,”

搜尋工作是在極度危險的情況下進行的，一邊工作都會不停的有碎片落在他們身上。
分成很多的小組每天 24 小時輪班工作，每班 15 分鐘。
還遭遇了其他不利因素如起火和暴雨～

4. 這個大樓的住戶來自全世界各地
也代表現在下落不明的人和受害者有各種國籍。

邁阿密公寓倒塌的受害者來自世界各地。
朗讀裡也有說：失踪者的年齡從嬰兒到老人不等，來自不同的國籍。
The missing ranged in age from infants to elderly people and came from a range of nationalities.

目前所有遺失的人當中身份最受關注的應該是巴拉圭總統的 sister-in-law (太太的妹妹) 和其家庭成員。

5. 後續調查、應對措施
其實在 2018年的時候，一位工程顧問已經發現和跟管委會報告說這個大樓有 “重大結構損壞” 的證據，但好像都還沒有進行任何維修工作。
an engineering consultant found evidence of “major structural damage” to the condo in 2018, but repair work had not taken place.

佛州的州長 Governor Ron DeSantis 說：我們需要一個明確的解釋來說明這是如何發生的。

那這次坍塌的叫 Champlain Towers South,
它有個姐妹大樓 Champlain Towers North。
AP 訪問了 Surfside 的鎮長 Mayor Charles Burkett，
當被問及如果他本人住在這個姐妹大樓裡他會怎麼做，他說：我會馬上離開！
Asked what he would do if he lived in the collapsed building’s twin, Burkett said: “I’d be gone.”

這位鎮長說已請專家立即去評估，但目前還沒有足夠證據強制要求所有住戶 evacuate 撤離…
當局也宣佈他們將開始對所有接近 40 年的建築物進行審查，希望未來不要再發生類似事件。
朗讀最後有訪問一位建築師 architect，他說：
我認為需要重新審視這個坍塌建築物的結構是什麼，
以及所有其他在 1980 年代改的大樓結構到底是怎麼做的。

【單字片語】
1. Condominium (Condo) 和 apartment 有什麼差別？
這個跟民情有關所以各地的講法可能不一樣，
有點像我們在第 16 集的時候有介紹過各地地鐵的不同稱呼～
就以美國為主，condo 和 apartment 最大的差別在所有權。
Condo 通常是獨立權狀，每一戶是不同的屋主。
Apartment 通常是整棟由一個 property management company 物業管理公司擁有再找租戶入住。
如果你在美國租房子，
租 apartment 你的房東就會是物業公司，
Condo 你的房東就是屋主。
通常 condo 的 amenities 公共設施會比 apartment 多，
但也有 luxury apartments 豪華的公寓可能比 condo 還要奢華。
但！！！
有時候文章裡（包括今天 Guardian 的文章）
會不帶任何特別意義的替換 condo 和 apartment 這兩個單字…
如 Ep 25 曾經討論過的記者 reporter 和 journalist 有什麼差別一樣～
2. Close to tears 快哭了
The 40-year-old Miami man was close to tears as he spoke to NBC.

這位 40 歲的邁阿密男子在接受 NBC 採訪時幾乎流下了眼淚。
前面也可以搭配動詞如 looked 或 appeared，
來表達看起來 / 幾乎快哭了。
如 4 月英國 Prince Phillip 過世，
他兒子 Prince Charles 看著民眾為他的“親愛的爸爸”菲利普親王準備的鮮花致敬時，幾乎要哭了。
Britain’s Prince Charles appeared close to tears Thursday as he viewed thousands of floral tributes left for his “dear Papa,” Prince Philip.

PS: fight 動詞可以變化成 fights / fighting / fought back tears。
前幾天 Britney Spears 小甜甜布蘭妮出庭說話，希望法官解除父親對她的監管權。
